Germán Rivera

Germán Rivera is a lawyer and notary with over 21 years of specialized practice in constitutional and contentious-administrative litigation, as well as in arbitration. He previously served as jurisdictional deputy director of the Supreme Electoral Tribunal of El Salvador, secretary of proceedings and attorney-at-law at the Constitutional Chamber of the Supreme Court of Justice, and for over 20 years he has also been a professor of constitutional law, procedural constitutional law, and regional integration and free trade for bachelor’s, master’s, and doctorate courses in various prestigious universities, both domestically and abroad. He has also served as a consultant to the United Nations Office for Project Services (UNOPS), the United Nations Refugee Agency (UNHCR), the European Union (EU), the USAID Labor Justice Strengthening Program for CAFTA-DR, as well as for the Group of Experts of FOMILENIO II El Salvador compact.

He works as legal counsel and litigation attorney on behalf of public and private sector entities in constitutional proceedings of amparo, unconstitutionality, audit trials, processes under administrative jurisdiction, as well as in construction arbitration under FIDIC rules, and in insurance and commercial arbitrations as arbitrator or counsel. He is a professor at the Higher School of Economics and Business of El Salvador and one of heads of the constitutional area of the 2020-2021 International Postdoctoral Course on New Technologies and Law, of the Mediterranea International Centre for Human Rights Research (MICHR) of the Mediterranea University of Reggio Calabria, Italy.
