Experience

José Marinero is a recognized specialist in Administrative Law and Public Policy, with more than 20 years of experience advising companies, international organizations and governmental entities. His practice focuses on regulated markets, design and analysis of public policies, development of new regulations and administrative litigation.

He has provided strategic advice in administrative processes, controversies with central and municipal government, tax disputes and highly regulated sectors. His experience also includes the implementation of negotiation and democratic governance strategies, with a focus on transparency, open government and anti-corruption.

In El Salvador, he was a member of the drafting teams of the Special Law of Public-Private Partnerships and the Law of the Contentious-Administrative Jurisdiction (LJCA), as well as of the revision commission of the Law of Administrative Procedures (LPA). He was coordinator of legal collaborators of the Contentious Administrative Chamber of the Supreme Court of Justice and legal director of the Technical Secretariat of the Presidency. He has taught administrative law and public administration for more than 15 years.
