José Marinero Cortés
Specialist in administrative law and public policies. Through having served as a consultant and legal advisor in the private and public sectors, he has amassed considerable experience in regulated markets, the analysis of public policies, and administrative litigation and procedures.
His legal practice comprises providing consultancy services on the development of new regulations, the analysis of public policies and their impact on industries, the design of litigation strategies, consultancy services on administrative procedures, disputes with central and municipal governments, tax disputes and consultancy services on regulated sectors.
In El Salvador, he led the integration of the drafting teams for the Special Law on Public-Private Partnerships and the Law on Contentious-Administrative Jurisdiction (LJCA), as well having served on the review commission for the Administrative Procedures Law (LPA). He was the coordinator of legal collaborators for the Contentious-Administrative Chamber of the Supreme Court of Justice and the legal director of the Technical Secretariat of the Presidency. Furthermore, he has also served as professor on administrative law and public administration for over 15 years.
